In close cooperation between the WCO Secretariat and the Regional Office for Capacity Building for the World Customs Organization Europe Region (ROCB Europe), a National Workshop on Post Clearance Audit was held virtually from 26 to 30 April 2021 for the Republic of Kazakhstan as a part of the WCO capacity building delivery plan.

 

During five-day Workshop which was made possible through technical support by the ROCB Europe, nearly 60 Kazakhstan Customs officials gained an understanding of the importance of Post Clearance Audit (PCA) as part of the Customs Risk Management strategy and process, as well as identifying PCA as a means to measure and improve compliance in the WCO concept.

The purpose of the Workshop was to introduce WCO’s concept and policy on PCA and its application in Experts’ Administrations. The WCO Secretariat introduced the policy and management aspects of PCA. Details of current situation in Kazakhstan, Germany and in Zambia such as legal background, organizational structure, operational processes, current situation with the performance indicators were submitted to attention.

Risk management process, risk assessment & targeting; liaison & information sources, information exchange with tax administration; coverage of due diligence in AEO programs and difference between PCA and AEO as well as PCA implementation, situation and best practices in Germany, Zambia and Japan were elaborated during the Workshop.

The participants expressed their appreciation for the practical part of the Workshop, which will be useful in enhancing their risk analysis for the PCA strategy. It is expected that the newly acquired knowledge in this workshop will be utilized for the further development of PCA in the Republic of Kazakhstan.
