In the period from 19 to 22 October 2020, the State Revenue Committee of Ministry of Finance of the Republic of Kazakhstan jointly with the WCO held an international webinar on «Time release study» with the participation of representatives of OSCE, GIZ, regional representatives of bodies of state revenues of the Republic of Kazakhstan.
The work of the international webinar began with a welcome speech of Yerzhan Abdrakhmanov, the Нead of the Administration of customs procedures and Clearance Office of Department of control of the SRC MF RK.
The webinar was moderated by Dinara Dairabayeva, representative of the German society for international cooperation (GIZ).
The webinar was conducted in Russian and English with the assistance of simultaneous interpreters using the ZOOM platform.
The purpose of the webinar was to review TRS, strategic, internationally accepted tool to measure the actual time required for the release and/or clearance of goods, from the time of arrival until the physical release of cargo, with a view to finding bottlenecks in the trade flow process and taking the corresponding necessary measures to improve the effectiveness and efficiency of border procedures.
As a speaker of the webinar was the expert of the WCO Oluimo Da Silva. From the Kazakhstan side reports were made by acting Head of the customs operations Office of Department of Methodology Nariman Uatkanov, and chief expert of the Administration of customs procedures and Clearance Office of Department of Control Asel Akmukhamedova.
During the webinar was the review of the WCO TRS (concept, methodology, benefits and stages of the TRS WCO) presented the international experience of the participants of the TRS on the example of Australia, Laos and Japan, were also considered Map the Business Process of the TRS.
