RTC Bishkek

On December 19, 2018, a Memorandum of Understanding between the State Customs Service under the Government of the Kyrgyz Republic and the World Customs Organization on the establishment of the WCO Regional Training Centre in the Kyrgyz Republic was signed at the headquarters of the World Customs Organization in Brussels, Belgium on the basis of the specialized customs of the State Customs Service under the Government of the Kyrgyz Republic.

The WCO Regional Training Centre in the Kyrgyz Republic (hereinafter - RTC in the Kyrgyz Republic) is located in the suburb of the capital of the Kyrgyz Republic, in the village of Leninskoe. The total area of the RTC in the Kyrgyz Republic is 3.8 hectares, where all the infrastructure facilities of the Customs Training Centre are located.

The main areas of specialization of the RTC in the Kyrgyz Republic are radiation safety and canine.

MAIN TASKS OF THE RTC IN THE KYRGYZ REPUBLIC

Main areas of specialization of the RTC in the Kyrgyz Republic:

1. Organization of the educational process and improvement of the forms and methods of training processes for the re-training and advanced training of customs officers at the national and regional level in the area of radiation safety;

2. Organization and support of the process of training and re-training of service dogs and canine officers of the Customs Service, as well as Ministries and Agencies of the Kyrgyz Republic in the framework of interagency cooperation.

 

TEACHING AND METHODOLOGICAL WORK

In the process of training, regular classroom sessions are held both directly at the customs offices and at the RTC in the Kyrgyz Republic.

Teaching materials, training manuals on customs and professional training of staff are developed and published.

CANINE

At the premises of the RTC in the Kyrgyz Republic a professional training of the customs canine officers, as well as service/searching dogs are being held. Service dogs are trained on the search for narcotics, psychotropic and explosive substances, cash banknotes, weapons and ammunition, CITES objects (horns of Capricorn and argali).

FACILITIES OF THE RTC IN THE KYRGYZ REPUBLIC

The total area of the RTC in the Kyrgyz Republic is 3 hectares. The total area of two administrative buildings is 1300 square meters. There is a lecture hall for 60 people, 2 computer classrooms for 30 people, 3 training classrooms - each for 25 people, a conference room for 20 people equipped with video conferencing system, a server station, a library with a reading room, Internet access, Wi- Fi, projectors, interactive display, information system "Toktom".

EDUCATIONAL – TRAINING MODULES

RTC in the Kyrgyz Republic is equipped with a passenger plane, a railway wagon, vehicles and a canine training complex.

To carry out practical exercises on the implementation of customs control at the border, a mock-up of the checkpoint was built, which is equipped with a NUCTECH CX100100TI X-ray inspection system for inspecting luggage and carry-on baggage, a red and green corridor for passenger traffic.

In addition, equipment was installed to carry out weight and dimensional control at the checkpoint and inspection sites for customs clearance of cargo trucks.

RADIATION PORTAL MONITORS

The mock-up of the checkpoint is equipped with automobile and pedestrian radiation-portal monitors (RPM).

VETERINARY AND BREEDING FACILITIES

The veterinary clinic is equipped with two surgery rooms, a treatment room, an isolator, a laboratory equipped with the necessary biochemical analysers, microscopes and other necessary devices. There is also a separate breeding facility for keeping and caring for brood.

CANINE FACILITIES

There are 34 kennels with water supply, sewage, lighting, for keeping service/searching dogs in all weather conditions.

 

CANTEEN

The total area of the canteen is 160 square meters, designed for 30-40 seats, equipped with modern equipment for cooking and household appliances. A water intake tower has been installed on the territory of the RTC in the Kyrgyz Republic, which ensures the supply of the purest natural artesian water.

HOSTEL

RTC in the Kyrgyz Republic has at its disposal a comfortable 2-level hostel, which is located on the territory of the RTC in the Kyrgyz Republic. The total area of the hostel is 180 square meters; there are 2 and 4-bed comfortable rooms with a private bathroom for 38 people. The hostel has a lounge room, a gym, and tables for table tennis.
