In the period from 19 to 20 September 2019, regional workshop «Improving the system of customs risk management» was held. The workshop was organized with the support of the Trade Facilitation Programme in Central Asia of the German Society for International Cooperation GIZ.

The relevance of the workshop is that the issues of customs risk management affects the completeness of the collection of customs duties and taxes, increases trade between countries reduce violations of customs legislation. The increase in the scale of international exchange inevitably leads to an increase in risk situations in the process of customs control related to the violation of customs legislation. To detect such violations, the customs risk management system is currently used, which has proven itself in world practice as the most flexible management mechanism.

Turkish colleagues shared their experience in risk management system technologies; analysis of preliminary information; risk analysis for import, export and transit, international mail; order of classification of PFEA, AEO Institute, authorized sender, authorized recipient; information systems used; applied methods of analysis; risk management system for control of individuals moving goods under customs receipt orders; application of ISC within RMS; use of Preliminary information for the purposes of RMS in road, rail, water and air transport; interaction in the field of RMS with the EU countries. In addition, Turkish experts shared their experience in the training and retraining of personnel involved in RMS.

At the opening of the workshop Mr.Azamat Panbaev - the Director of Department of Analysis, Statistics and Risk Management of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan made welcoming speech, who noted the importance and relevance of the issues for international trade and added that the challenge for customs risk management today is one of the main tasks of the customs authorities.

There were invited as participants representatives of customs services of Central Asian countries (Uzbekistan, Kyrgyzstan), employees of The Central office of the Committee and territorial divisions of state revenue bodies.
