In the period from 24 to 26 November 2020 the WCO Regional Training Centre in Nur-Sultan city of the Training Methodical Centre of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (RTC WCO in Nur-Sultan city) with the support of the international organization USAID held an international webinar on «National transit coordinator» with the participation of regional representatives of bodies of state revenues of the SRC MF RK.
The work of the international webinar began with welcoming speeches by Yeldos Saudabayev, the Director of the Control Department of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (SRC MF RK), by Robert Parker, Regional Trade Team Lead, USAID/Central Asia and by Vyara Filipova, Expert of the World Customs Organization (WCO).
The moderator of the webinar was Alexander Kurbat, Chief expert of the Office of transit of the Control Department SRC MF RK.
The webinar was conducted in Russian and English with the assistance of simultaneous interpreters using the ZOOM platform.
The purpose of the webinar was to review customs transit - a customs procedure under which goods are transported (transported) from the customs authority of departure to the customs authority of destination without paying customs duties, taxes, special, anti-dumping, countervailing duties, subject to the conditions for placing goods under this customs procedure, as well as an overview of international experience in the field of customs transit.
Experts of the WCO Vyara Filipova, Pierre-Jean Laborie and Farid Valiyev were lecturers of the webinar.
During the webinar, participants were introduced with the WCO activities, the annexes of the Revised Kyoto Convention (RKC) on customs transit, the experience of customs transit on the example of the EU, the TIR Convention as a best practice in transit, the principles of freedom of transit and the implementation of article 11 of the TFA in Kazakhstan.
The listeners asked the questions they were interested in, to which the experts gave clear and detailed answers. The listeners gained extensive experience and skills on national transit issues, which can be used in their further work.
